A very big step has been taken by the Modi government to give justice to the Hindu minority sufferers by bringing Citizenship (Amendment) Bill into action. It aims to protect non-Muslim refugees from Pakistan, Bangladesh, and Afghanistan who have faced religious persecution. Under the Bill, any person belonging to the Hindu, Sikh, Buddhist, Jain, Parsi or Christian faith from Afghanistan, Bangladesh or Pakistan will be getting the advantage of this amendment, it will be a legal immigrant if the person entered into India on or before December 31, 2014.
Already this bill has been passed in Lok Sabha with the high majority in spite of opposition being dead against it. But now a great challenge has to be faced by the government to get a clean chit in Rajya Sabha’s approval for the Citizenship Amendment Bill (CAB). Though, the government is confident to have the required numbers in the House. But opposition parties with their little knowledge and misunderstanding of the amendment have drawn up plans to corner the Narendra Modi indulgence on many aspects of the proposed legislation.
While JDU after some indecision announced on Tuesday (10.12.2019) that it would support the bill, Shiv Sena, which voted in favor of the bill in the Lok Sabha, may either stage a walkout or vote against it due to its collaboration with NCP and Congress.
JDU leader Bashistha Narain Singh favored the bill and said the party’s stand in the Upper House would be the same as it was in the Lok Sabha. However, Shiv Sena said its suggestions on the bill had not been met and, hence, it would oppose it. JDU has six members in the Rajya Sabha, while Sena has three.
Shiv Sena maintains that the issue of Sri Lankan Tamils should also be addressed. Other suggestions included that they should not be given voting rights for the next 25 years getting citizenship under this legislation.
Today (11.12.2019) during Rajya Sabha’s business advisory committee, Chairman M Venkaiah Naidu has set aside six hours for debate and voting on the bill. The discussion will begin post-lunch around 2.00 pm, is likely to hear Kapil Sibal of Congress as the first speaker after Union home minister Amit Shah makes a statement in the House. Trinamool Congress’ Derek O’Brien and Samajwadi Party’s Ram Gopal Yadav will be among the first few to present their views on the bill.
Modi government is moving 19 amendments to the Citizenship Amendment Bill. The government may have the numbers but this is a majority versus morality debate on the issue said by O’Brien.
The opposition tally in the Rajya Sabha on this bill adds up to 100-odd members, while the NDA and friendly parties add up to about 123 members. The House’s current strength is 238.
